WotLK Game client stutter

Been happening for a while now, going to loot, talk to someone, select quest reward and other random times, even during combat or just moving game will "pause" for a second, and then come right back and go on. Occasionally music will replay the same note until it resumes.
I've disabled addons, reset UI, redownloaded game client, verified computer and GPU are up to date but it's still happening.
It's not terrible, but does get rather frustrating sometimes like during combat...
It's not constantly, maybe every ten minutes or so I guess.
Any thoughts?

I dont know if you are running an nvidia card but the latest 460 driver killed my fps and caused a stutter for me with a Gtx1070, i had to rollback my driver to resolve it. Just a thought

I am on Nvidia, GTX1650TI, it's been doing it for over a month I want to say. I just recently switched from a desktop with a GTX1080 and don't remember exactly but don't recall it happening.
I've got a drive update now though, maybe that'll help.
I have also adjusted video effects to minimum and still happens.

I'm doing a custom install and will do clean, if it still is happening I'll try uninstalling/reinstalling.

Also, to make sure it's not a disk access/sleeping thing, I've moved client location from secondary HDD to primary SSD and still happens.
