Supposedly if you destroy the Totem of the Earthen Ring you can get another from the quest giver. Does that work here?

No. It is not "supposedly". It's single time received quest reward. Now you either get totem from classic raids, TBC/WotLK quest rewards or in emblem shops
I read that in wowhead, that you can get it back from the NPC if you misplace it. But I haven't investigated further.
Unless you just want to have it for collector purposes, just buy an emblem relic from Dalaran and you gucci.
