Question about Transmog item

So I am going for the Bloodfang armor set for druid, one BIG problem though, the shoulders for that set are cloth. Everything else is leather, but for some reason the shoulders are cloth. I haven't tried xmogging the shoulders because I don't want to waste a scroll, but am I right in assuming that because they are cloth they cannot be transmogged onto my leather shoulder armor? It really really sucks if that's the case, I have no idea why everything is leather for that set except the shoulders....

You would be right. You can only tmog cloth>cloth, leather>leather and so on.
Try finding same model of leather or something similar in design that fits the set.

Are you talking about the recolor set of Rogues' Bloodfang set? Aka the gray/brown set? That recolor set has leather shoulders.
