Hi all,
I have played on WotLK server years ago and I have kept .webs backup in my cloud storage.
Today I've tried to connect but it seems my account was removed due to inactivity.
Is there a possibility to restore an account based on the .webs backup file?

No, there isn't. Those backups are meant for us to ask them of players in case we have any critically drastic incident with our databases, not for players to use to restore their accounts to a previous state.

did you check in-game or just on website?
If you can not see them on website is due them being flagged for a rename (due inactivity)
So, in that case, be sure to log in-game
