Steamwheedle Cartel Reputation Stuck

I have an issue for a lot of months already and I have been delaying it for some time because I couldn't really find a solution for it. I spoke with one guild member who seems to have the same issue, therefore it is not only me encountering this. I also tried to read some guides about the proper way to do it, but I found no advise relating specifically for this issue and so I decided to ask here as a last resort - I will be very glad if someone could at least shine a bit of light on this topic.

The problem is that currently there is no possible way for me to DECREASE my Steamwheedle Cartel reputation - I can only increase it by quests. The background of the story is as follows :

Some time after this server launched, I started questing in Stranglethorn Vale and I started increasing my Cartel rep (with the idea of farming Insane later). Just by natural questing process, I raised everything to Honored and some of them (like Booty Bay) I had already on Reverred, without paying much attention to it.

Later I decided that I want the Avast Ye Admiral title first before I start going for Insane, because later I would like to keep all Cartel at Exalted and simultaneously have Bloodsail on Honored+ for Insane and keep it that way - for this I need all Cartel reps on Hated and Bloodsail on Friendly at the same time, I think, in order to receive the quest and earn the title. This is why after I had all Cartel at Honored+, I started farming Cartel guards in Booty Bay to raise my Bloodsail rep. However, what is currently changing in my reputations is only the Bloodsail rep. When I kill BB (or any other Cartel city) guards - only my Bloodsail rep increases without the Cartel decreasing, and when I kill Bloodsail NPCs - only my Bloodsail rep decreases without the Cartel increasing. Therefore, Bloodsail rep works just fine because there are changes in it both ways, but the Cartel rep is stuck.

I know that from now on there is a possible way to further increase my Cartel rep with quests (all quests in the cities + Dire Maul quest, etc.), but this is not what I need currently - I need this later. What I want to achieve at the moment is to decrease all my current Cartel rep to Hated, farm the Bloodsail title and then get the Cartel rep all the way back to Exalted in order to complete Insane.

As already mentioned, killing Cartel city guards doesn't change any of my Cartel rep. I recently tried spam killing Bloodsail NPCs to get Bloodsail to Hated with the hope that my Cartel rep is going to unstuck (would have been something as a reset process), but even when I did that and got back to killing Cartel city guards, my Cartel rep still doesn't decrease.

Could someone share with me ANY possible way for DECREASING Cartel rep, please ? What exactly did I do wrong (this is rather obvious - started levelling Cartel first, but still ...), how can I get away from the current scenario and is there any possible imaginable way to solve this issue at all ? I found none and there is probably no way, but I strongly hope I may be wrong.

Just kill booty bay guards if you want a global DECREASE .

Also you need bloodsail on honored to unlock the quest chain for the title.
Lastly there is a way to return to neutral levels (Revered with booty bay, almost netural with all) without having to decrease your bloodsail rep. Just don't do my mistake HONORED IS ENOUGH. i Thought that i can get exalted for my 40 exalted rep achievement. There is no point for you to push further then honored, trust me.

I got my admiral title in december so i believe it should work.

You probably haven't read carefully what my remark above was - killing guards doesn't change my Cartel rep at all. Bloodsail on honored ALONE is not enough to unlock the quest, you also need the entire Cartel on hated - this is what I am trying to get to. Or is there something new that I don't know ?

Share a screen with you killing a guard in booty bay please, other then that i kinda don't believe you as I've killed few guards in the past few days and they did a decrease for me, thou i'm on icecrown realm
