Those codes even work when you buy from other players?

They can only be used on point & coin store items, but not on legendary items. Discount codes only works once. They are obtained at the end of the each year.
If the discount code window pops up, and you don't have code, just hit that OK.

EDIT: To clarify, they do not work in trade section.
