If the character was deleted within two days, it's still able to be restored via services for free.

If it's longer than that, then you have to pay for restoration. You are responsible what happens with your account, controlled by you or not. I recommend beefing up your account security with new password and 2FA.

I'd refrain from calling such a person "friend" anymore.
