WotLK Mercenary mode not working/Never active?

I have had Mercenary mode enabled on my account since April of 2020 and been entered into battlegrounds as the opposite faction plenty of times on Frostmourne 1 or Blackrock during that time (last year), but I've yet to have a Mercenary mode battleground on Frostmourne 2 despite having the option enabled and re-enabled several times (since I wasn't being put into BGs as the opposite faction I figured I'd disable and re-enable it as one does to troubleshoot).

I don't think the feature is bugged since I constantly see people from both factions (Frostmourne 2 & progressive Blackrock) being put on the opposite faction. What I mean is, I'm seeing is characters - that are originally both Alliance AND Horde - that I've been in Battlegrounds with, have been placed both on my team (Horde) and the enemy team (Alliance), while I'm being entered into BGs ONLY as Horde as if my Mercenary mode wasn't enabled, yet it is.

What do?

Answer can be quite simple, Alliance probably doesn't need additional manpower - mercenaries to fill up their side.
As you said you've already seen the option working so i doubt its a bug. Mercenaries are used to fill the side that need players and as most of us know, horde are mainly PVE based folks so their side is the side in need of mercs mainly.

Guess I was just unlucky those times I saw Horde Frostmourne players on the Alliance team.
