I dont find the It's All Fun and Games Quest

I tried to get the quest with Koltira Deathweaver but when I talk to him, he doesn't give me any quest. Where can I get it?

You can unlock Ebon blade in 2 ways

1. Preparations for War which requires level 77, Cold Weather and parts of the Wrathgate chain
2. Crusader's Pinnacle which requires Argent Vanguard

Done all that and more still no quest
