Hello , maybe i can get some help since i think I'm missing something out since i cant find the item on the vendor.

So I'm LF the Paladin Deadly Gladiator's scaled shoulders ( Strength ones ) And on the Vendor i can only find the spell power version of the shoulders.
The Vendor is Emblems of Conquest Quartermaster in Dalaran.

Every other single part of gear is available except the melee shoulders , anyone has any info about this , where can i find the shoulders etc ?
