Problem with quests in Howling Fjord

Good day, trying to complete all quests in Holwing Fjord, but stuck on "The book of runes" and "March of the Giants". I've managed to complete them, but cannot turn in it to NPC, because they are not active, i can't interact with them. Any solution for it?
