Technical Cant fix latency issue, any help would be appreciated!!

When I load into the game my latency remains at 0 and the only things that load do so in the first couple of seconds. I have tried to troubleshoot my connection and that seems to be fine on other device, I have kicked some devices off the wifi and I am getting a really good connection reading from my diagnostic run. I removed and deleted all the addons and I have lowered all the settings to the minimum (though when I used to play on warmane last season I ran everything at max settings with no issue). Ive also updated all of my drivers to be sure it wasnt a wifi driver issue. Im not sure what to do to be able to play, has anyone else had this issue and is there a chance its still on my end?

Oddly enough I can play it just fine on an older laptop with the same file copied and pasted over to it. I really want to fix the issue on pc bc I hate playing on a laptop lol. But if it's not my wifi card or signal I'm not sure what it could be.
