Site IP banned

Are maybe year ( or more ) ago i got IP banned, coz i use a wandering IP, and some times log from work. How i now can fix
restrictions ?

If you're gonna use VPN, I suggest paying for one. Free ones are used widely to break rules, and getting banned in return.

That not about VPN and other's ****s.
In CIS country's tons of ppl with wandering Ip by internet provider.

Dynamic IPs are common everywhere, not only in CIS countries.

If you get banned because you landed on the "wrong" IP you have to send a mail.
