Yeah, things needs to be done at your end. If the accounts are made by your son, they are his. In practice this is similar to a random player coming and asking other player to be banned.
Ask ISP to (temporarily?) block the connection to Warmane, or do it yourself via router's settings. Don't forget to ask the same from mobile carrier as mobiles have features to share internet. Probably the route you have to take.
We don't give permanent IP bans "on request." Perhaps with extensive evidence proving what you're claiming the involved accounts could be terminated, but beyond that it becomes a proper parenting matter. Either way you would have to reach out to Support with a ticket and relevant proof, a post in the Forum isn't going to ever achieve anything in this.
