You can transmog under level 80 you just cant get Scrolls trough pve but rather PvP(BGs)
But im not sure what droprate is for scrolls thats what im trying to find out for a week now. Some people say its one scroll per week but i cant find any staff member saying that on any thread.

Heirlooms can be xmogged, but they lose the appearance once mailed.
