I am attempting to transmog Icecrown Glacial Wall to look like Royal Crest of Lordareon, got the shield and scrolls but seems it says "This item cannot be used for transmogrification", anyone know a workaround or if I am doing something wrong?

Unequip the items, try to xmog them in bags, or unequip weapon and try then.

yeah, i tried that and it had no effect, im fairly sure ive seem people do it but i could be wrong, it is a shield to a shield so figured there would be no issue >.<

There shouldn't be.
Remove your weapon and try then while shield's equipped and/or unequipped.
