Hello, can you send coins from premium account to friend with non-premium account ? And if so is any premium level capable of doing it or should you donate a certain amount to unlock it and is there fee for it.

You can, there is no conditions for receiver. Only premium accounts can send gifts and there are limits, for example, donated amount times 'something" and possibly other conditions. Tax is 5% last time I checked.
