    "Dodge" and "Parry" has nothing to do with Hit rating, for that you need Expertise and being behind a boss.

  3. Let me try to explain it in the best way possible. Your hit rate has to be 8% for PVE and 5% for PVP. When you attack an NPC the following things happen:

    1-Miss-2-Dodge-3-Parry-4-Glancing blow 5-Block 6-Critical strike 7-Hit

    And when you attack another Player

    1-Miss-2-Dodge-3-Parry-4-Glancing blow 5-Critical strike 6-Hit

    Standard miss chance with 0 hits is 5% for players and 8% for Raid bosses, but for characters who use dual Wield this miss chance increases to 24% and 27% respectively

    This Dual Wield rule only applies to auto attacks (white hits), So, with 8% all your skills have a 0% chance of missing

    In PVP you can deny the chances of parry dodge and block, simply attacking from the opponent's back, but in PVE bosses continue to dodge even when attacked from behind, this chance is 6.5% which means you need at least 200 expertise to negate this condition

    About Glancing blows, you don't need to worry unless your weapon's skill is below maximum, it only reduces the total damage but not the chance of hitting

    Your hit chance is equal to your Critical chance - your Hit chance, if you have a 100% hit chance and a 40% crit chance, then you have a 60% hit chance and a 40% crit chance.

    Finally, for you to hit all the "white hits" with a Dual Wield character you would need to have a hit rate close to 900 which is simply impractical
