So I have been looking around, and I cannot find any information on how I can download the tbc client and also connect to the PTR.. but I can see that about 5000 people are online on Onyxia PTR.
Can anybody help me here? :)

You have it a bit confused. Onyxia is the progression realm that started last November and is currently on the last phase of Vanilla. At some point in the near future Onyxia will progress to TBC, without the need for players to download or change anything on their client. This is the server you're referring to with 5k players. The PTR (public test realm) is currently set to TBC so players can test things out, find bugs, and provide feedback so the live realm can be the best quality possible. They are two separate realms, and you can join us on Onyxia as soon as you'd like using 3.3.5a (Wrath of the Lich King) client provided on the website.
