No, it's related to donation amount. You can only gift up to five times the value of the donations you made.

Hello sir. Just a clarification. I trade gold for coins and would like to send them to my other account. so 5x the amount I donated. I donated 5 dollars just to have 5 coins and be eligiible to participate on the trade so that means I can send 25 coins max. after I reach the 25 limit do I have to donate another 5 dollars so I can send another 25? I'm completely fine with that , i just want to clarify.
