Drop rate for toothpicks?

Trying to get the seasonal achievement, is it really just down to rng as far as the toothpick one goes? I've opened probably 40-50 treat bags at this point and still no sight of it. Had the same problem with the squashling until a couple of days ago, had like 8 of the pumpkin helmet before I saw the pet lmao

It's very high. Those who haven't gotten a single one are probably victim of a server bug.
