I would love it if it would be possible to add friends on an account basis. For example, when I friend somebody, I would like the option of friending the character or the account. This way when my friends have multiple characters, it would be simpler to meet up and play together.

Only if it's done by both parties and if this feature would be even possible to do. This is to avoid adding random person to your friends so that you can follow their movements relentlessly only to bully them one way or the other.

The account-wide system Blizzard has currently functions very different from the old one that we have now. The one we have does not request consent from the other party, which could be used for nefarious reasons as mentioned above.
Additionally, this would require quite a bit of work on the back-end for a minor benefit. Perhaps some day? Maybe. But unlikely any time in the near future.
