Website free rename trick dosent work anymore without staff warning ?

So when you delete a character, make new one with same name going website for restore, it usualy ask you to enter a new name ..
Now you cant recovery your character it says : That character does not exist or does not belong to your account
It always worked and now dosent work anymore without any warn of the staff.
What happened ?
