We all know the situation around the random dungeon finder taking sometimes hours to form groups due to the lack of tanks and healers. Please consider giving Tanks 2x EoF and Healers 1 extra EoF to join the RDF in an attempt to encourage more activity with these rolls.

The queue is broken. I have been suggesting this for a while.
For example - Que solo tank and 24/7/365 it's an instant dungeon.
Que with 1, 2, or 3 dps in your party and it's a 30 minute queue.
Someone tried to argue "well it means there's not a healer in the queue"
FALSE because if that were the case, then the dungeon wouldn't be instant for a solo tank.
They have the dungeon queue rigged up in a way that warmane wants it, instead of it being how it's supposed to be.
WHY? Who knows, but I enjoy dungeon spamming over everything else in this game, and I, and countless others, are fed up with the broken queue.

If you have some evidence that the RDF queue isn't working as it should (which doesn't equate to not working as you'd like, mind you), you are free to make a bug report with the data you have showing it.
Otherwise what you're describing sounds like normal behavior to me. The system gives preference to individuals over pre-made groups for a reason that should be obvious: the five solo guys are much more "random" and requiring a group than three or four people expecting to get instant queues because they skipped finding the most sought after roles.
If it worked like you want it to, people using the system alone would always be passed over by people who might as well go and get one or two more people in their group outside RDF, when someone alone needs the rest of a group much more and should be given preference.

Let me explain something about this: RDF is NOT broken, it works perfectly fine. When I queue as a tank, I get in instantly. However, as a DPS, the wait time can be 30+ minutes or more. The issue isn’t with RDF itself, it’s that there aren’t enough tanks. Either people aren’t choosing to play tanks, or they’re leveling as tanks but avoiding RDF altogether.

If you que as solo dps it takes about 5 to 20 minutes, a premade of 3 dps maybe even an hour. In one hour I have finished 3 or 5 dungeons while you are still trying to finish one. People who prefer to do rdf with premades they either like to need everything for gold or slow down the group in ways impossible to deal with. Premades abuse the rdf system the most in terms of ninja looting and vote kicking out of emotional response or tribalistic mentality.
