https://wotlk.cavernoftime.com/item=50198 is the best out of these 3 trinkets because it makes you able to reach 100% arp in low gear.
https://wotlk.cavernoftime.com/item=50198 is considered BiS until you reach so much passive arp that you have over 1400 arp when it's up. Then replace it with a ICC/RS trinket.

Misinformation. Mjolnir Runestone, although lower item level, procs on HIT and not on Crit like Needle does. Crit is countered by resilience, which makes it even more of an RNG trinket when it comes to PVP. Also, Needle only provides 20 more arp on proc. Mjolnir Runestone all the way.
