Shield of Winter's Grudge

Hi everyone,
I'm playing on the Icecrown realm (Alliance side) and I'm trying to find the tanking shield Shield of Winter's Grudge (Item Level 245).
I have checked the vendors in Dalaran (Silver Covenant Enclave) like Arcanist Ivrenne, but they only sell the ilvl 200 shield (Crygil's Discarded Plate Panel). I also went to the Argent Tournament grounds in Icecrown, but I cannot interact with some of the vendors there or the shield is not listed.
Could you please tell me exactly which NPC sells this shield for 45 Emblems of Triumph on Warmane? Do I need any specific reputation or "Champion" title to see it?

There's no such shield.

Re-check the name and ilvl.
