If someone is prooved that he or she is a ninja and get a penalty, he should get title "ninja" permenantly or for some days at least.
Like 1 month but iigame time. I mean it shouldn't count when they are offline
Because i see penalties they don't care much and they still do it.
But with this they will be ashamed to do and everyone will know that they are ninja i think its very good punishment.

And taking away the items they stole, now that would really be the ultimate deterrent.
or block the character, maybe even the entire account, from using any kind of service that allows them to rename the character or change factions to escape with their item(s). Could tie it in with the loss of the "In good standing" -account status.
That's the thing about stepping into this turd, it never ends. Ban ninjas, then ban them again, [we are here] then remove item, then just delete all their gear, then delete character, then permaban, then teleport back in time, get their mom pregnant so this ninja has an older brother who beats him up.
And yet, there would still be ninjas.
If you are caught stealing something irl, you don't get to keep it. Law enforcement takes the item you stole away from you, but they don't take everything you own, and they definitely don't use a TARDIS to impregnate your mother. And, even though we do this, there still are thieves, but that doesn't mean that we should stop doing it.
I'm not attempting to dismiss anything or specifically "implying" anything beyond what's logical conclusion of what I say.
I'm saying that very smart and well paid people thought about this deeply and thoroughly to create one of the most successful games in the world. System is like that because intent was to make it that way, it was 100% on purpose. I understand that huge population, free accounts and such things could make it reasonable for Warmane to make ninja looting illegal. But not lets go into some absurd "it's stealing", it is legitimate action within roleplay of this game, until Warmane made rules specifically here - hilariously, those rules are named "ninja policy" or whatever.
When people try to call it "stealing", it is to push their agenda.
