Warrior Mace proc is ... questionnable

Hello,

I don't know if others have already had the same issue but as I'm doing arena's, mace proc from warrior is like non stop proc... I know there was a discussion on discord on how different from TBC classic and other server it is here.

It seems here that there is no internal CD, can someone provide information's if there should one or no?

What i remember is that it used to be pretty much nonstop proc until diminishing kicked in back in original Tbc.
On this server i have had many fights vs warriors with the mace+ meta gem and no procs or just barely one. Then i have had fights where i will be stunned for 5+ seconds with all the procs happening in a row.
Don't know if somehow here stun proc and diminishing penalty happens even when person dodge/parry, so me being a Rogue would explain it. But that is just speculation. Mace stun proc really do work weirdly tho.
