WotLK Can't get quest from item

Hi,
I droped item Gjalerbron Attack Plans but I can't accept the quest. Says that I don't meet the requirements for that quest. I tried deleting the item and getting another one a few times, everytime same results. Is this a bug?

Have you done All Hail the Conqueror of Skorn!/The Conqueror of Skorn!? It's a requirement to accept that quest.

I believe I did. I did the burning of towers, burning of buildings and the dismemberings but now i dont have the emblem. Also no NPCs at Camp Winterhoof wants to talk to me, cant get the emblem anywhere but I dont think I trashed it

Update: Just got the drop for Stop the Ascension! quest and after finishing it I was able to proceed. thanks for reply :)
