This is a phase 4 item, Zul Aman / Sunwell i believe. We are currently on phase 3 (black temple) thats why it is not there.

Yes and no. My bug tracker report about it got deleted asking why Battlemaster trinkets (also a 2.3 ZA patch item) are already included in the game and the cloaks are not.
There seems to be no clear item release schedule and it is done based on a dice roll or something.
