Tome of Cold Weather Flight [Cannot find on NPC]

Hello,

I'm new to the server, started playing 3 weeks ago. I got my first char to lvl 80, and I wanted to buy the Tome of Cold Weather Flight.

But I can't find it on Hira Snowdawn, is it normal ? do i have to pay 5k gold to learn flying ?

Please help.

She is programmed to do some flying around ("I'm bored, Cloudwing. Go, go!") so sometimes she's not there but she comes back in seconds.
