1. Tokens for WF off-sets + medailon

As we all know there are PvP brackets implemented across the realms.
There are no officially published rules as to when a char gets pushed to higher bracket.
But, just by testing one can assume obtaining few pieces of crafted gear and/or some WF off-sets pushes the char to higher bracket.

The issue is, if one has full savage gear, he can be somewhat usefull in the lower bracket.
But, due to honor cap he can aquire only 2-3 pvp upgrades before being pushed up.
However, 2-3 WF off-sets won't be nearly enough to grant the char enough resilience to survive random aoe in the upper bracket.
Thus forcing the player to suffer through high number of BGs untill he is geared enought to die only in 2-3 globals.

To overcome this, I suggest to have "tokens" for WF off-sets + medailon.
These tokens would be purchasable by honor (there could be even some "price" involved).
Player could purchase these as a placeholder while still remaining in the lower bracket.

That way it would be possible to gather enough gear to be semi-relevant in the higher bracket without the possibility to "twink down a bracket".
Low geared ppl would have an option not to go against Smournes and higher ppl would stopp screaming that there is 3WF, rest green player in their BG.

Another obvious possibility would be increasing the honor cap, but that could lead to other imbalances, so the tokens seem like better idea.

(I know it is kinda custom, but so are the pvp brackets. This I think would help in the balance.)

  2. Forgot to say what the tokens would do as I thought it obvious, but for clarity:

You could buy WF wrist token, for example, to be later traded for the WF wrists.
Since you wouldn't be able to equipe the token itself, you wouldn't be pushed up to higher bracket while posing no additional threat to the lower bracket you are in.

Basically it would allow a player to gather honor in bracket he is most suitable for and then do a big purchase at once => enough gear to be relevant in higher bracket.

  3. There are no actual brackets technically. It just takes your average gear and groups you with similarly geared players. I think though here it would just result more with a low, middle and high gear battle groups. I personally wouldn't join battlegrounds until I had a solid PvE set first which is really easy to get. Entering BG with green gear at all seems a little inconsiderate and wouldn't be very fun for you. With that said if you had a nice foundation then building onto it would make that progression in the battle groups a little more painless. I think there's just a more natural game strategy than what you're suggesting.
