Technical Bad performance with RX 9070 XT

Hi, it turns out I bought the new AMD RX 9070 XT graphics card, having previously used the RTX 3080, and I've noticed the game is less fluid. I don't know if it's due to an incompatibility issue, the API, or something like that, but I'd like to know if there's a way to fix it.

I saw a post about "updating" the API from dx9 to dx12, but either it doesn't work for me or that's not the problem. My monitor displays 165Hz and I had no problems achieving it with the 3080, while with the 9070 I suffer from stuttering and don't go over 80-90 fps.
