Hello i have spare 312 vote points i was wondering what should I buy, any recommendation!?. Arms pve spec?

I'd just open atlasloot in-game and see what item slots would be annoying to fill from FoS/PoS/HoR N/HC runs and which aren't something you can't get with EoT's.

Getting a 239 ilvl weapon would last till ICC 10 runs. As Warrior, your weapons matter, getting a good one from the get-go would be nice.
Getting the NES trinket could also be nice, as it's farmed a lot and it's not that common drop. Other trinket could be EoT or store one.
Cloak might be good to consider, there aren't that many cloaks to obtain, unless you want to spend big pile of gold on one.
Rings are covered by EoT and Ashen Verdict reputation.
Thrown weapon is EoT as well.
Head - shoulders - chest - hands - legs depends on what stats are on them. Legs would be nice with good amount of expertise on them, Head and hands for the hit.
Neck is most likely covered by Wodin's?
Boots - BoE or alternative?
That leaves wrists and belt pretty much.

There are many good individual items, but depending on how many items you're getting, it's good to consider the whole picture and making sure you get good balance of stats. At least get solid amount of expertise and hit for starters.

Pve arms is same gear as fury except you get only 1 wep instead of two. go everything arp/crit /str. if you can't find that on plate, try leather. doesn't matter
avoid haste, or experise, or even hit because those are too easy too find on everything.
use triumph emblems on wrynn set not offpieces. must have are : banner of victory (11 points) and needle (FoS HC )
boots from HoR HC
wrist : buy it from the AH its worth it, its called titanium spikeguards or smth.
gems : full arp ignore sockets.
dont buy wodin/sinew ring because they dont give arp. use ARp from PoS n necklace or FoS n etc.
