I have collected around 265 frost emblems, and are going to buy some new gear. I have been looking through different guides, and from what I can tell, these are some of the items I should buy, I know I should get the T10 set, but I believe these would give me the biggest upgrade atm.?

If I get that back piece, I can change 2-3 gems to arp indstead.
Might of the Ocean Serpent is a waste because for example if you did get Ramaladni's as mentioned above then it would become useless. Gemming expertise gives you more flexibility until you reach key items.
The items you listed only total 170 and you said you have 265. So I would definitely go gloves/cape/belt and then use the remaining 95 on T10 legs. What you're not realizing is those items collectively are giving you a lot more gem slots than what you have now. You could also pick up a Wodins necklace for the hit you lose on gloves and another gem slot. T10 set is important, but you have time. I'd go for the biggest gear upgrades possible to get into better groups and push end game faster.
He made the newbie mistake, no t9 set instead went for the higher gs score pricy items. DOn't do that folks. first, t9 full is better and will do more dps. second you can upgrade without losing anything (exit titanium razoplate, helm of rampage...75 emblems lol)
Go for T10 Chest/Helm/Shoulders first. Buy Pants last as you could get lucky doing VoA and safe yourself 95 emblems that way.
Buy a Wodins. Get the Ashen Verdict Ring. Free upgrades you passed up for some reason.
If you want to buy a cloak get recoverd scarlet onslaught drape.
Noose/Burglars are really only an option if you can't get alternatives in icc despite having full t10 already.
