As far as I know (correct me if I'm wrong), the requirement to be at least level 19 to post global messages or messages in major cities is meant to prevent spam from newly created characters. But this guy is level 20 and clearly not playing the game - he's just there to spam, basically a bot run by an addon. He's standing one inch from the red line and showing a middle finger to Warmane's policy. Also the guy is abusing the "emote" function and spamming his services through it so that chat filter addons can't filter it ( https://imgur.com/a/E7wU43Y )
Are they going to do something about it?

I understand and support some forms of spam, like guild recruitment when it's done fairly by players who are actually playing the game and looking for new members to join their guild. They respond and interact, and that's fine.
But in this case, the spammer is just an automated bot. There's no one behind the monitor, and he doesn't respond in any way. He is basically just telling us to join their Discord and contact them.

Also the reason why he is using a level 20 character is because he is clearly aware that what he is doing is bad, because if he thought it's ok then he wouldn't do it on a level 20 character, he would do it with his real characters...
