Lordaeron Broken Quest: [The Attack!]

So I'm leveling an Alliance alt, and I'm doing one of the Defias questlines, this one starts with [The Unsent Letter] https://www.wowhead.com/wotlk/quest=...-unsent-letter
And I'm currently at [The Attack!] https://www.wowhead.com/wotlk/quest=434/the-attack

If everything is going right, Tyrion has a companion named "Tyrion's Spybot" that once accepting this quest will transform into a Priestess who goes and talks to Lescovar convincing him to come to the Garden to speak to Lord Marzon. However, Spybot is not there and doesn't respawn from what I can see. Meaning I can start the quest, but Lescovar will never move from his spot to make the quest achievable.

Normally if a quest is broken I don't care, but this is a neat lore piece and also serves as one of the last pieces of a questline that gives a really good ring (https://www.wowhead.com/wotlk/item=2...#reward-from-q)

I'm wondering a. If anyone knows if this will solve itself at the next maintence/server restart, or b. if this can be fixed by a GM. I've opened a ticket but not sure if this server uses those or the Forum more frequently for bugs.
