WotLK Cannot access Hurlunk Netherwing Vendor

[MAUS15]

I am Exalted with the Netherwing faction and have completed all Netherwing side quests in Shadowmoon Valley and Netherwing Ledge.
However, the final quest "The Path to Glory" / Illidan event does not appear, and Hurlunk vendor remains locked.
