I was in a SOLOQ match earlier and I'm at 1897 MMR as healer and I get coupled with an 1542 dps; the other dps was at 1612 but he wasn't a bot like the first one. However, as you can imagine, we lost the game because the other players were all above 1,7k mmr, so not exactly bots.
Who came up with this genius idea of coupling someone at 1,9k mmr with someone at 1,5k mmr? Are you trying to get the ladder killed for good or what? You can't do an AVERAGE like that, because a healer can not carry a BOT who does nothing all game.
Note: there were other players in the queue, I would rather wait 5-10 minutes than get paired with a 1,5k dps.
I mean, the ladder is dead already because you let those people from Bu**aria wintrade for 5 seasons now to sell their characters, so whatever I guess.
If you wait in queue for a long time you increase the chance of getting queued with and against people wither higher and lower mmr than you. That way you can get unlucky like you seem to have done here. To avoid this happening you should try leaving queue after 1 min and then rejoining. That way you should only get queued with people on your mmr.
I do agree that soloq feels less active than it has been in the past with long queues as a result.
