Titanium Weapon Chain?

I ask this because it works differently on a different private server, as in, it doesn't work at all.

So today I used Titanium Weapon Chain on my off-hand weapon, and so I expected tooltip to state: disarm duration reduced, and hit rating increased, etc.

However, it merely states: "Titanium Weapon Chain".

Do I have the intended/expected effected on this server?
