stealing clothes during raids?

Hi everyone, I took part in a raid yesterday icc 25,I got an axe for a robber. I thought another robber had it and didn't need it. He was wearing a sword (stronger than an axe) and the axe. When they started playing the axe, he won it and it was given to him. I asked him, "Friend, can you please give it to me?" To which he replied, "I can't." After the raid, I met him and saw that he hadn't even equipped it. Is that considered stealing? The leader didn't even pay attention to whether the robber needed it during the play.

Assuming he had bloodvenom and havoc dropped, it doesnt matter, sword isnt that much better than normal havoc.
