I did not send any spam or advertisement.

You really shouldn't post your IP address on a public forum. Forum mods might remove this post when they see it, not sure. Until then, a quick answer.

That IP returns a VPN server. A lot of VPN IPs have been used for things like advertising in the past, so if you roll a banned IP your account might be flagged. See the last paragraph of the second post in the How to appeal a ban. (I've been hacked)/(banned for no reason) thread. Send an email to [email protected] explaining your situation.
