Realms Old TBC pvp gear - missing items and WOTLK changes

2 Questions and suggestions.
1. Why is Brutal Gladiator gear for lvl 70 for arena points? Like, a lot of arena points? - How are we supposed to farm the transmog?
2. Why are the item lvl 156 lvl 70 cloaks not added to pvp vendors? They usually cost 21k honour and look pretty amazing if you aim for a brownish set, but they are not obtainable in any way.
Usually, when WOTLK came out, all old TBC PvP items were changed to honour. If we want to have a realistic gameplay, why did this not happen with TBC PvP gear on Icecrown? "Not sure if on other realms as well, I play only on Icecrown."

On Icecrown, brutal gear can be purchased with coins. But for Lordaeron players, it's only available for arena, which is dead at 70-79. Brutal gear should be an Honor item on WoTLK. I'm honestly tired of creating threads in the bug tracker and on the forums. I only got a response from a forum moderator once.
- Maybe the GMs have more pressing issues, so they're ignoring it.
It's been three years, and the gear still isn't an honor item.

For the 70-79 community, adding brutal gear for honor would be fantastic.

According to the official 2009 version, the Brutal Set only cost Arena Points, although they always made other sets with Honor. They probably forgot and didn't change that.
According to the modern classic versions, they made it Honor.

Since Warmane is for WotLK from 2009, the required rating for the Brutal Set needs to be removed.

Arena point cost of items wasn't sniffed; it is stored in ItemExtendedCost.dbc.
