You can be x20 but when a considerable amount of quests are bugged that doesn't make it any easier, add that with some issues in transportation yipee. Not saying its impossible to level just that its clearly far less efficient than it normally is, which is something I look for at higher rate realms.

don't expect it to be wotlk quality, but once you hit 85 you will have a lot of fun exploring the new stuff in cataclysm. Pve wont be good. Everything is closed but if you play pvp it is also exciting to see how your class has improved, new class abilities etc. I would recomend choosing another realm if you don't mind the toxic comunity. In pvp there is a lot of egos, like today i lost against some goblin shammy called restoshockz and he straight up whisperd me that I should delete my mage, I was trash, I didn't know how to cc well and so on. And he was a member of Millenium which i was planning to join but as i discoverd, they are really toxic. So be prepared to deal with raids failing, dungeons failing but once you find your group of people you can ignore all of that and enjoy the game. I heard frost wolf had a better comunity and player base. But it will be hard for you to get to 85 atm there is a lot of bugged quests. Hope this was helpfull :P
TLDR: good idea to try out cata? yeah, but don't expect it to be like how good wotlk is.
