Which one have the highest burst?

If you're referring to purely "on demand" burst, then Elemental for sure. Enhancement has great DPS, but one of the drawbacks of the spec is that it has no decent way to actually burst their damage. Elemental, on the other hand, has an ability that basically gives them a personal Heroism/Bloodlust every 90 (I think?) seconds.

Though if you're picking your spec or something I can't say doing it entirely based on who can burst their damage is a good idea.

it depends on your preference though, both specs can pull decent dps enhc is relatively easy to play then ele
ele spec is unforgiving if u fail to cast the right spell at the right time your dps will suffer greatly besides the lack of a solid rotation also makes ele difficult

both specs are easy to play. But i'd choose elemental over enh for easyness. I find rotations much easier then priority systems which enh has.

IF you have a rotation as an elemental shaman ,than you fail at it my friend. Under no circumstances elemental shamans have a rotation, because we have things like fulmination and lava surge.

Dragon Soul - Elemental.

Icecrown Citadel - Elemental or Enhance both are equally low compared to all of the other bugged classes.

Yup i play as all 3 specs...resto is constant and i have 365+ for both ele and enhc depending on my mood i change talents i play ele more though

I agree with this answer, because ele has better dps in DS due p2 bonus by t13 which gives a lot of mastery.
