No, a place where everyone respects everyone isn't a healthy community. It's an utopia. As long as there are human beings involved, it's never going to happen. It's the main reason why you need authority figures, after all. If our community here behaved and everyone respected each other, there would be no need for Moderators at all.
You believe no one should be entitled to respect, but you're wrong there. Authority figures demand shown respect, even if you curse their whole family as soon as they are outside hearing range. Society and community itself impose this entitled respect when they have representatives, and not showing that respect means trying to undermine their authority, which only the most lenient tolerate past a certain point.
If you got an ******* cop pulling you over you could give him attitude, sure. You'd possibly get in trouble for it, but you have the freedom to do it. But what exactly is an "******* cop"? Is it someone who won't smile at you? One who won't cut you some slack when you were breaking the rules? One who has no qualms about apprehending your car? One who won't take **** from you? Would you say there's mutual respect when the cop simply told you to stop doing whatever and you insisted on doing it just to spite him?
Among many other things I've learned over more than three decades is that real respect comes on its own, because of who you are, and because either sympathize with your views and attitude or grow to understand them over time. The "earned" respect people talk about is only true when it's the second case. If you have to change or pretend to earn respect, you don't have respect for yourself already.

Should an authority figure (such as a cop) respect the people?
They should be polite and get the job done.
The first, much like "liking", is often confused with respect.
They have to respect the law they enforce. Respecting people will depend on the individual on both sides. It might seem like a double-standard, but only if you try to put authority and normal citizen on the same level. They aren't.
The good thing on most cases is that if you don't like the authorities, you're free to move elsewhere.

My whole ****in' street was drilled for repairs and now it takes me 40 minutes to get from home to work and vice versa instead of 20 minutes cause of the bad traffic, fml.
I respect authorities of the law as soon as they are not arseholes. When me and my brother had car accident few years ago (other car hit to us, his fault) they let the driver to change his version of events 2 times into completely different and other cop tried to persuade us that it was our fault - maybe I have glasses but I'm not blind, and I know road signs in my village....
