Low level Instances and Raids

So ugh, I was trying to get myself a nice set for transmog, but it seems as if most of the Instances and low level Raids are just closed.
Like .. I managed to get a single piece that I wanted, everything else was just unreachable.
I mean yeah you can still get them by voting and I do vote, but it will take me months if not more to vote for an entire set. :\
