All retail guides advice you to stack haste resulting in more/faster maelstrom procs.
On molten we get much more windfury procs due to the icd being individual for mh/oh which results in more/faster maelstrom procs making haste less valuable. Windfury attack damage is based on attack power and as we're using x2 windfury attack power becomes more valuable than haste.
The icd is shared on molten, the issue is that WF procs from either hand deals main-hand damage.
