I know that windfury now has a proper 3 sec ICD which means it's not completely broken anymore. Having said that, I believe that offhand windfury procs are still doing main hand damage. In the end it just depends on your setup. I use FT on offhand for more spellpower on my lightning bolts which I get a ton of because of haste stacking.
As Righ7eous said, molten recently implemented a icd on wf8, making it not so viable.
I did some testing on dummy's and inside icc and found that currently, the best option is WF 8 on MH and WF7 on the offhand.
This doesn't lead to both windfuries proccing at the same time, but it does seem to proc more often than if you were to use 2x WF 8.
WF / FT is also viable and does roughly 500-1k less dps on average than WF 8 / WF 7 but does let you throw out a 9-10k lava lash which is quite nice :D
The ICD is shared between all ranks of the spell, you may want to re-do those tests and make them 5 minutes+, you will see that you are not getting any extra procs this way.
Hey Abra, most of these tests are being carried out in 25n/ 25hc and 10n/hc over multiple weeks Mainly on saurfang (same gear, same buffs, always at 7250 ap every icc fight thus far). With WF 8 / WF7 I am always 1k + in dps than if I were to use wf 8/wf8. The tests on dummies usually go until I've used blood fury twice (so roughly 4 minutes each test)
I know that's subject to bias and no fight is ever the same for enhancement but every fight with wf8/wf7 thus far outputs a consistently higher dps than wf8/wf8 or wf/ft.
WF8/7 so far has put me at an average sustained dps of 15.5k (15k lowest) dps and higher burst (18k) while wf8/8 or wf8/FT puts me at 13-14k (Never reaching over 15k sustained). These are the averages I've recorded in the past 3 weeks
Humor me and re-do the tests but looking at just the number of WF procs over that period of time. To get a consistent dps you need a test lasting hours, due to procs and crit rng.
Difference you see in raids is most likely due to raid makeup and rng.
