Retail has minor delays in pretty much every aspect of the game. Which in some cases affect gameplay by alot.
Ill give an example:
Blind is supposed to be instant. but because minor delays are now in place you have a few hundreds or milliseconds to try and avoid it. With vanish for example.
Before this change this was impossible afaik. Right now it should have a very minor delay allowing players to exploit these (retail like) mechanics
In a nutshell: This change adds a few hundred milliseconds of delay for a lot of spells.
Bans should greatly discourage that.
if only xD Though seriously wonder how effective sentinel has been :o. Like has the rates of cheaters decreased? is it noticeably lower than before?

Quite the opposite in fact, this delay allows Rogues to Vanish spells like Deep Freeze, Blind, Scatter Shot and many more, which was (if even) possible only for projectiles so far.
